Governance requires more than just token votes; it requires human coordination to execute the will of the network.
To solve this, the community has proposed the formation of a Radix Accountability Council (RAC). The proposal suggests this council be established immediately to help guide the transition from the Radix Foundation to a future community-led structure.

Before this body can be formed, we need to answer two fundamental questions: Who should be on it? and How big should it be?

The Role: Facilitators, Not Commanders
It is vital to define what the RAC is and what it is not, as outlined by the community proposers.
- They are NOT: Bosses, leaders, or decision-makers. They do not have the power to overrule token votes or unilaterally change protocol parameters.
- They ARE: Facilitators. They are limited to activities the community directs them to perform.
Their primary function is operational: executing administrative tasks directed by governance and monitoring community sentiment to ensure new ideas are surfaced effectively and that the transition to a community led model/structure progresses smoothly.
The Foundation’s View: We believe this is a positive step. Having seen significant support and engagement for this initiative, we are happy to facilitate these consultations to help the community mobilize.
While the RAC will act as representatives to accelerate the transition, the Foundation remains committed to keeping all key consultations and strategic discussions in the public domain.
The Consultation Structure
We will be running two consultations regarding the RAC simultaneously.
Part 1: The Size of the Council
Question: How many members should the initial RAC contain?
To prevent gridlock, the council must have an odd number of members.
Options:
- 3 Members
- 5 Members
- 7 Members
- 9 Members
The Mechanism: Approval Voting. Token holders can select any and all options they are comfortable with. We will recommend the option with the highest total approval. (Example: If you are comfortable with 5 or 7 members, select both.)
Part 2: The Members
Question: Which nominees do you trust to fill these seats?
You may select as many nominees as you feel are qualified. This is an Approval Vote.

RAC Member Selection Process
Once the initial number of members of the RAC is determined in Part 1, the candidates with the highest total vote weight in Part 2 will be elected to the council.

Next Steps
Decentralization does not mean disorganization. The RAC is a proposed step toward structured, human-led coordination that remains subservient to governance.
While these members will not directly control funds or protocol decisions, they will be key figures in facilitating the transition from the Foundation to a community-led model. They are the interface between the community and the process.
