As we transition to the community-led model, we must define exactly who has a voice in consultations, and how that is measured. This consultation has also been raised in the community as a way to indicate membership eligibility for a potential future community governance process.
Historically, governance votes often count only tokens held in accounts. However, Radix is a DeFi protocol. A significant amount of XRD is actively used in the ecosystem from staking, to providing liquidity in DEXs, in lending in markets like Weft or Root, or locked in time-release contracts.
Currently, we take all these XRD into account when doing consultations as we believe you should not have to withdraw liquidity or stop using DeFi applications just to participate in a consultation.
However, we have seen discussions about the benefits to simplify this or ensure only long term holding (like staking) is counted. Therefore, we are running a consultation to confirm which assets should be included in future governance snapshots.
The Question
What assets should be included in consultation snapshots?
We are asking the community to define the "Safe List" of assets that represent valid voting power.
The Options
You may select any and all options that you believe should count towards a user's XRD voting weight.
1. XRD Staked on a Top 100 Validator: Tokens actively securing the network via the top 100 consensus validators.
2. XRD Staked on ANY Validator: Tokens staked to validators outside the top 100. These tokens do not earn rewards, but they signal intent to support specific node runners.
3. Liquid XRD held in an account: XRD sitting in your wallet, not staked and not engaged in DeFi.
4. XRD or LSUs in Supported DEX Pools*: Capital that is providing liquidity. Example: If you deposit XRD and hUSDC into a pool, the XRD portion of that position counts towards your vote.
5. Lent XRD/LSUs*: Capital supplied to lending markets (e.g., Weft, Root).
6. XRD/LSUs in Time-Lock Contracts*: Tokens locked in smart contracts, such as RadLock, for a fixed period.
*note for options 4,5 and 6, only monitored pools are calculated, as there is no default way to capture all positions in all pools/dapps.
Consultation Process
This is not a "winner takes all" vote, and we’re trying to understand which of these has broad community support.
- Format: Multiple Choice (Select all that apply).
- Threshold: Any individual option that receives >60% acceptance from participants will be adopted as the standard for future consultations.
If an option receives less than 60% support, it will be excluded from future snapshots until further notice.

Governance requires a clear definition of membership. If we only staked XRD in accounts, we ignore the most active DeFi users. If we count everything without limits, we risk gamification.
